Yes. That looks like rusty water in the filter.

Yes. You can lengthen the long rod to help take some of the slack out. There are a couple of other things that can be done.

Slowly turn the idle mixture screw in until the motor loses RPM then turn the screw back out until the RPM smooths out.

All I need now are some numbers.
